"Currently, only THREAD_SCOPE is implemented, not FRAGMENT_SCOPE. See udf.h for
details about the scope values."
FRAGMENT_LOCAL scope is already implemented + some comments about the semantics
would be useful - for example neither the docs or udf.h mention how mt_dop
interacts with the threading model.
