The Impala binary toolchain is missing a Rocky/RHEL 9 variant on ARM, which
prevents Impala from being built on that HW/OS combination.
RHEL/Rocky 8 is supported for both CPU architectures, and Rocky/RHEL 9 is
already supported on Intel, so only the ARM variant needs to be added for that
OS platform.
