Both EventProcessorUtils.wait_for_event_processing and
EventProcessorUtils.wait_for_synced_event_id should return False if they
already pass their timeout but does not observe last-synced-event-id metric
equal to target_event_id.
All tests that relies on this method should assert that they return True.
