Currently the OPTIMIZE TABLE statement can compact the entire Iceberg table or
select only the small files for compaction. In both cases, it selects files
from the entire table.
The OPTIMIZE TABLE statement could be extended to compact only the given
partition(s). This would make compacting large tables easier and more gradual.
