Summary: Set catalogd /healthz OK before we load the UDFs

In a user case, there are lots of UDFs which are loaded when catalogd is
started.
This heavy function loading affect health check and cause catalogd being
restarted.
To avoid this issue, we should set /healthz OK for catalogd much before we load
the UDFs.
