The test fails to start Kudu and also causes failures in other tests as Kudu is
not restarted.
The root cause seems to be the same JDK bug as in IMPALA-13702 (see that ticket
for more information).
As the fix will be included in OpenJDK 17.0.15, which is supposed to be
released in April 15 2025 the simplest is to skip the test until then and
restore it when the OpenJDK is released.
