IMPALA-12152 adds a waiting mechanism before query planning to wait until
catalogd is in synced with HMS events. For REFRESH/INVALIDATE METADATA <table>
statements, when authorization is enabled, Impala verifies the privilege using
the ownership info which could be modified by ALTER ownership events. However,
currently coordinator starts the privilege check before the ownership info is
in synced, which is a bug that we should fix.
