Summary: EXEC_TIME_LIMIT_S should wait for query execution

EXEC_TIME_LIMIT_S should only starts once the query is executing. Time spent
planning the query, scheduling the query, or in admission control should not be
counted towards the execution time limit. It seems this has regressed since the
original implementation.
