The deeper root cause of IMPALA-14006 is because Impala planner JOIN node with
UNPARTITIONED child fragment at the probe-hand side. User can manually override
the join hand order using STRAIGHT_JOIN hint, but planner should be proactive
in deciding such arrangement.
