Summary: Move some stable custom cluster tests to exhaustive

Core test run get up to 10 hours now, as we keep adding new custom cluster
tests.
We can save some time by moving some stable custom cluster tests to exhaustive
exploration mode. Here are the initial 3 candidates that pretty stable and not
changed much.

custom_cluster/test_topic_update_frequency.py
custom_cluster/test_workload_mgmt_init.py
custom_cluster/test_workload_mgmt_sql_details.py{noformat}
Not running them in core tests will save ~ 16 minutes.
