Redhat 9 environments recently switched to OpenSSL 3.5.1. On those machines,
the Kudu minicluster fails to start up with:

error: error:05800091:x509 certificate routines::unsupported

It's unclear whether this will be fixed by patching Kudu or specifying some
configuration.
