Summary: OTel tracing for catalog operations

Catalog operations are triggered from coordinators for DDL/DML statements. The
workload involves JNI calls, RPC and acquiring some locks in the C++ and Java
codes. It'd be nice to trace them and also include the Timeline events we track
in IMPALA-12443.
