In IMPALA-14715, we saw issues with AVX2 detection due to our specific version
of CMake (3.22.2). While we have a separate fix for that, we should upgrade
CMake to the latest 3.x version (3.31.11) or consider moving to 4.x to make
sure we don't see any similar bugs.
