Test or deprecate legacy (non-local) catalog mode.
Currently we barely test anything in legacy catalog mode. This means we are
potentially breaking this mode without even knowing.
I think we should either
* add a build that runs Impala with legacy catalog mode and runs e2e tests
* deprecate legacy catalog mode.
