After upgrading to Thrift 0.23.0, Redhat 8 builds are failing with:

Python 3 for Redhat 8 is 3.6. We have no need to support Python 3.6, so we can
adjust bin/bootstrap_system.sh to install a newer Python 3 for Redhat 8 and use
it.
