The native-toolchain Thrift build currently builds both C++ and Python, but the
Python build is unused. We need to include the fb303.thrift file, but
otherwise, our Python thrift dependency comes via PyPi. Removing this would
simplify our toolchain build and should allow us to stop building Python 2.
