Calcite does not support NVL2. SELECT NVL2('x', 1, 2) is accepted by
OriginalPlanner but fails function lookup with Calcite. Add the equivalent
IF(selector IS NOT NULL, a, b) rewrite. DECIMAL support depends on
IMPALA-15467. IMPALA-5938 and IMPALA-7741 cover function discovery.
