When TLS is enabled in the Redis/Valkey service, impalad can't read/write HBO
stats in the cache. However, the warning logs are misleading:

RedisCacheBackend.java:125] Failed to put HBO key
5a848e574b16a01e6fe5db09dceddc2f (stats type CARDINALITY) to Redis:
java.net.SocketTimeoutException: Read timed out{code}
We need to abort Impalad if HBO is configured to use Redis/Valkey but fail to
read/write from them.
Also need to add TLS support in RedisCacheBackend.
