The Impala devcontainer adds the upstream git repo on [this
line|https://github.com/apache/impala/blob/aca598ae253aaa9e098a36eca6cb84f051eef433/.devcontainer-build/Dockerfile#L169].
Instead of using a hardcoded value, the upstream git repo needs to be the
value of the ${GIT_REPO} Docker argument.
