It's not about "source of truth".
Some time ago, "attaching a patch" was the way to go, just because it offered a
checkbox that allowed the user give a "code grant" to the ASF. AFAIK, this
checkbox is now gone and there are projects that directly cherry-pick from PRs
without a problem.
I am not 100% if I am right about this, so we could have a mentor clarify.
