The above change included updating the root pom.xml to adjust the license
configuration and replacing project/src/etc/header.txt with ASF contents.
then, I executed the following to replace the headers:
mvn com.mycila.maven-license-plugin:maven-license-plugin:remove
mvn com.mycila.maven-license-plugin:maven-license-plugin:format
Finally, I ran the following to ensure nothing broke:
mvn clean install
