Pushed 79d1b8fe882a6d20347ac1e124038605d625104e to master,
61aa70100ae345cfa7a6516d0a61f81cd291af94 to 1.6.x, and
a21bfad4f5046fd308f84fc032e21a23177b5b00 to 1.5.x. I am unclear on how exactly
mvn -N apache-rat:check should work -- this seems to only check a subset of
files.
