In OpenStack Compute API v2 and Extensions Reference:

Section 2.1.1 List Servers:

One can find the expected Server Status Values.
However in jClouds(I checked both 1.6 and 1.7), some of these server status are
missing.
They are: RESCUE and SHUTOFF
Some of the server status are not in OpenStack API documents:
PAUSED and STOPPED
Among these differences, I guess SHUTOFF replaced the original STOPPED from v1
and PAUSED is removed from v1.
