### Version 4.10.0, 5.0.0 development. ### What happened? In RFC 2396, the definition of "absolute URI" is "has scheme". It is the inverse of "relative URI". In RFC 3986, the definition of "absolute URI" is "has scheme and does not have a fragment" and is not the inverse of "relative URI". jena-iri:IRI.isAbsolute should conform to the RFC 3986 definition ### Relevant output and stacktrace _No response_ ### Are you interested in making a pull request?
