I'd like to see OWL2 support in Jena.

Realistically - it's not going to happen anytime soon.
Compatibility/stability is important to many Jena users. Adding a new module
for OWL2 would be less constraining on the OWL2 features and no API migration
lockstep.
Jena has the loose concept of "core modules" and "extra modules". "Extra
modules" are at risk of being removed if they don't get maintenance. We do have
"one person" extra modules already.

I pulled down ont-api-3.x.x and manged to "mvn install". There are some
issues in the testsuite ("WARN" messages and stacktraces) that I didn't
investigate.
It's sufficiently big that this should be a Software Grant and you;ll need
to sign an [Individual Contributors License
Agreement](https://www.apache.org/licenses/icla.pdf). That's just routine stuff.
There's a certain amount of license checking needed.
What will need to be done will depend on the PR but this new module were in
Fuseki, which has a release binary with all dependencies copied in, all those
dependencies need to be included.
A quick scan of dependencies - net.sourceforge.owlapi brings in a lot.
`org.tukaani:xz` (via net.sourceforge.owlapi) -- yes, related to _that_ xz.
`org.tukaani:xz` last release was 2021-03-12.
The GH repo seems to have a mixed license, not a "choose one", but all of
them for different files And incidentally, wrong - FSF says you can't mix GPL2
and GPL3.
But the POM says "Public Domain" - I don't see how that's possible.
It's last release was 2021-03-12.
Maybe this (org.tukaani:xz) isn't used for anything and isn't needed. I
didn't check.
Another one I noticed is `com.github.vsonnier:hppcrt` This project has been
retired so it won't get security updates. Again, maybe it's not really needed.

pulls RDF4J RIO.
