Jena 5.6.0 is out so the switch to Jena 6.0 can begin.
1. Create a "jena5" branch, version set to 5.7.0-SNAPSHOT
This has been done so it does not get forgotten.
It picks up some dependency updates from this week.
1. In a single PR to "main"
* change the version to 6.0.0-SNAPSHOT
* change the Java version to 21
* Remove modules from the build (i.e. from <modules>) that are going to be
retired
so their artifacts are not built for 6.0.0-SNAPSHOT
`jena-permissions`, `jena-iri`, `jena-fuseki-webapp`, `jena-fuseki-war`. Their
source code can left in place for now so they can be recorded as "retired" one
commit at a time.
