Default to HC4CookieHandler
Working on migration to HTTPCLIENT 4.5.1, I updated the TestCookieManager so
that it uses HC4CookieHandler instead of HC3CookieHandler.
I updated the JUNIT test code and noticed that 4 tests are failing:
- testCookies2
- testCookieOrdering1
- testCookiePolicyIgnore
- testCookiePolicy2109
