I propose the following changes:
- Make scheduler fields always visible because:
a) Newbies may not be aware of it
b) Advanced users will always enable it
- Move Duration and Startup delay up before start/end time as they are much
more useful
- Enable/Disable fields when scheduler checkbox is enabled/disabled
