HTTP request

I'm trying to do IP spoofing where i have IP addresses in a csv file and using
the paramter in advanced tab of HTTP Request.
The request from same IP address where I'm running the request is successful,
but is failing for other IP address than current machine.
I have added IP addresses in IPv4 properties of network settings under Advanced
tab, still getting the same error response.

Error message:
java.net.BindException: Cannot assign requested address: JVM_Bind
