I believe this is better asked on the users mailing list, as it seems to be
about the usage of JMeter.
However, to help you (either on the mailing list or here), you need to give us
more information. We need to see the header and request that you send to the
server and not the response with an error message of the server.
You most probably send the Pound symbol with a wrong character encoding, which
the server can't decode.
