After some discussion with other users of Karaf (particularly down stream
projects), I'm going to add a slight modification to this enhancement. I'll add
a configuration option in karaf_home/etc that will control the default
threshold for listing bundles, this way other projects can set the default
level to something relevant to their own project needs.
