Resolution: Fixed
The displayed bundle is org.apache.karaf.shell/org.apache.karaf.shell.config
which starts at level 60.
This bundle is started by config feature and is not contained in
startup.properties (where most of the start levels are set).
I edited the feature.xml so that the config feature starts this bundle at level
30.
