Gather features and cmdhelp maven plugins into a generic karaf maven plugin

To avoid to lost the end users, better than providing several maven plugins, it
will be more logical to gather all goals into a single maven plugin: karaf.
We have to create the karaf-maven-plugin and move the existing goals (from
featues and cmdhelp plugin) into this plugin.
