For release 1.3.1 of pax url following information needs to be known:

This is a critical but required change.
Repositories need to be named.
When reading from a maven settings.xml, then you don't have to do anything.
Same for the fallback repositories that are included in Pax URL by default.
But, for all others: when you have a url like this:
http://my.mavencentral.com/m2 it now needs to look like this:
http://my.mavencentral.com/m2@id=central
this probably needs changes within the pax.url.cfg file contained within karaf.
