Cellar event handler registry should leverage blueprint reference listeners

Currently for each remote event, the event handler registry looks up and loops
through all even handlers.
To increase performance, it would be nice to have a Map of EventHandlers that
will be updated via blueprint reference-listeners.
This would reduce lookup complexity to O(1).
