Cellar features fails to install when obr feature is installed

The cellar feature has declared the obr resolver. However, it seems that the
feature fails to resolve, when the ObrResolver is present.
I think that it has to do with Import-Service/Export-Service headers that are
present in the MANIFEST.MF of cellar bundles.
