as webconsole.branding is fragment bundle and webconsole.console is it's host
bundle, so they two should ensure import same package version for
javax.servlet, otherwise webconsole.branding may not get resolved in some OSGi
container(like equinox 3.6.0.v20100517) because the OSGi container have
multiple javax.servlet version and so conflict between fragment and host bundle
