Obviously there is a 64 Bit Service Wrapper for Windows available which isn't
GPL.

according to this thread there is a ServiceWrapper based on the works of
TanukiSoft available at Sonatype for windows in 64 Bit.
This wrapper might be usable for Karaf to run in Windows 64 bit environments.
