Jetty feature should use ServiceMix Spec for activation

In order to align with CXF, Karaf should use the ServiceMix Specs bundle for
activation in place of the Geronimo one.
The ServiceMix Specs includes an OSGi location able to load an implementation
corresponding to the spec API.
More over, the start-level should be set to 30 as for the other spec bundles.
