Add a web:launch command

I think that a nice addition to the web commands we have would be a web:launch
command.
Such command could take as argument the bundle id of a wab, determine the url
of the wab and launch the browser pointing to it.
As of java 1.6 this is quite easy to implement, but I think that its really
useful (mostly on the development phase).
