Enable install of CXF into karaf with a simple command

Currently it is not possible to install CXF into a clean Karaf by simply
installing the cxf feature.
The problem is that the jre.properties has to be changed. We already have a
workaround in issue

The goal of this issue is to provide a real solution and then remove the
etc/jre.properties.cxf again.
