If a user attempts to use the karaf-bundle-archetype the generated pom file
will not include "instructions" tags for the maven bundle plugin configuration.
This skeleton code will generate a bundle, however it will use the plugin's
default values instead of the directives states in the configuration section.
Adding the enclosing instruction tags to the configuration section makes the
directives active.
