Move the standard feature definition to the feature.xml

Currently the standard feature is the only feature in Karaf that is generated
from the pom dependencies. As the standard feature should not contain the
framework bundles these have to be defined as exclusions.
I think it would be much simpler to just define the standard feature in he
feature.xml like all the other features that are there. In fact I only
understood where the standard feature came from after asking JB.
