When you try to list users for a login module without backing engine, you get:
Failed to resolve backing engine for realm:karaf and
moudle:org.apache.karaf.jaas.boot.ProxyLoginModule
It's not very helpful for the users.
We should define a clearer message like:
Can't get the list of user (no backing engine service registered)
