The admin/instance (allowing to manage Karaf child instances) bundles are
provided directly in the etc/startup.properties.
So, it means it's not easy for the users to remove this functionality.
By providing admin/instance as a boot feature, it will allow users to be able
to choose to remove it from the boot features.
