Jean-Baptiste Onofré reopened KARAF-1982:

This behavior was covered by the Cellar LocalBundleListener which was always 
active, even when sync was disabled (which is bad ;)).

So the cellar-feature bundle should do it himself and not relay to the 
cellar-bundle one.
