Currently, the "order" of the sync is hard-coded in Cellar: the local node
first push/update the distribution map, and after it updates itself using the
cluster distributed data.
It would be good to let the users who is the "master": the cluster or the local
node.
More over, I think that the "default" behavior should be to give the priority
to the cluster distributed data.
