The CellarFeaturesSynchronizer, during pull from cluster, always add the
cluster features repositories, ignoring if the repository is already registered
locally.
Adding an local exiting repository means refreshing repository, which
refresh/restart bundles, resulting a set of cluster events, polluting the
bundles and features states on the cluster.
