Basically, the "update" methods in BundleSupport class (startBundle, etc)
should check the local current state of the bundle before updating the state.
For instance, when receiving the bundle start cluster event, Cellar should
check if the bundle is not yet already start locally. If the bundle is already
started, Cellar should not do anything. If the bundle is not started, Cellar
should start the bundle.
