I think this is simply an issue in FileInstall component. According to the 
description of "felix.fileinstall.active.level" in 
http://felix.apache.org/site/apache-felix-file-install.html:

"felix.fileinstall.active.level: FileInstall won't scan for files unless the 
active framework start level is greater than this value" 

FileInstall should not install any bundles in deploy folder until the framework 
start level is greater than specified value.
